Escalating cost of Red Seal electrical tickets in Ontario

“I have the Ontario Interprovincial Red Seal electrical ticket that keeps increasing in cost every year including a letter of threats if I don’t pay. Can I transfer to a Saskatchewan red seal and still retain full status?”
