New electrical regulations in Ontario… why isn’t the ENTIRE code available as a free download?

If the ESA was really an organization determined to save us from the horrors of electrocution rather than an organization determined to BILL us to DEATH the entire code would be available as a free download. That way homeowners and contractors alike could confirm the installation proposals and methods of electrical contractors.
