The risk of taking on an apprentice

Fritz Gossen gives his proposal to reduce the risks to a contractor who trains an apprentice - and then has them take off on him midway through the process.

Taking in an apprentice and training them for two to five years is costly. And there is no security that the person will stay with the training company for two to five years, after they are trained. Foreign workers are assigned to one employer and they cannot switch. Why can’t we have the same rule for apprentices? Also there should be a $50,000 debenture against the person trained and it would be paid off $10,000/year. Or if a company takes that person away from the training employer, the outstanding debenture would be paid to the training company. This would give some relieve to the companies that do most of the training.
