Why aren’t there permanent safety harness anchors on all new builds?

Why don't we build permanent tie-off hardware into all residential roof structures - the same way we do on commercial high-rises

Our safety guru Alec Caldwell would love this one!  (But Terry Emerson, who posted this, prepare for everyone to flame you with “bureaucracy!” or “why don’t we have courses on extensive cord safety,” etc.)

“Permanent safety harness anchor installation should be mandatory on all roof renews and new home home and building construction. Painters often have nothing to hook onto and have to use a ridge anchor which is screwed into ridge of roof, requiring patching at end of use.”
